The Saturn is unique in its copy protection, in that it's completely
separate from the region protection. That is to say, if you have a CD-R
copy of a Japanese-region game, it won't play on a US-region Saturn. The
only purpose of a Saturn mod chip is to permit the use of copied games, as
the region and video settings can be changed with jumpers.

It's important to note too that many games are multi-region, or have no
region coding at all and so will play on any console. The first Gungriffon
game fits this description, but I can't think of any other examples off
   the top of my head.

The used game market in Japan has busted wide open, and Japanese Saturn
titles are available from all kinds of sellers for very cheap. I'd like to
encourage people to buy the real thing, always.
