Blame Microsoft, not Sega. Every other iteration of PSO has allowed
offline play without requiring an online account to be opened. This is a
limitation of Xbox Live, not of PSO.

Anyway, what you want to do is keep the 360 powered off, and then seleect
the 'Recover Gamertag' item on the Xbox Live menu on your original Xbox.
This will allow you to use your Live account on the old Xbox without
having to do any hacking tricks. You'll also need to have the original
credit card number you signed up with, but that's easily found if you go
to the new Live website and check out the billing information. Post again
if that doesn't work and I can write up some step-by-step details.
