It can be done with a switch mod, but most of the info on switch mods is
for US/JPN, which is presumably easier than a US/EUR mod.

I seem to recall that there are four region code inputs, plus one more
for the 50/60Hz switch. US and JPN have two bits changed, but I don't
know what the other possible 14 codes represent. I have a Saturn
somewhere where I brought them all out to a DIP switch, but I never had
   a European release game.

But you say you already have a cartridge, so if it truly bypasses the
region check, at the worst the Euro version will refuse to run or will
run faster than normal in 60Hz mode, or may have the image extend too
far over the top and bottom of the screen. But it will probably run
correctly if it also had an NTSC version.
