   I'm assuming you've already done the usual cleaning of the lens and   
   lubrucation of the gears. If it does the same thing with all games, then   
   probably your CD lens has gone bad. The usual fix is to adjust the pickup   
   potentiometer, which is a tiny little rotary plastic nub that has a   
   phillips-head socket in it. Adjusting the potentiometer is a painstaking   
   process of turning it a millimeter, assembling the unit for testing, then   
   disassembling it and turning it again after noting any improvement.   
      
   If you want to skip that part and just replace the whole lens, note that   
   it's Sony part KSS-240a and you should be able to order it from the usual   
   electronics parts places. It should cost you about $35 or so for the   
   lens assembly, which incidentally is also the cost of a used Sega CD model   
   1 unit in most used game stores. :) Hope that helps you out.
