   Actually, they tried to turn everything off and it didn't work. It turns   
   out the air pollution is more pervasive than they thought. And whatever   
   they try to do after the Olympics, the world will have focused on clean   
   air for China and people will never forget how it was able to get clean.   
   It's a step, not the solution.
