   Basically, the bug is that a program only backs up files using the long   
   file names and doesn't save and restore the short file names.  Instead   
   it relies on Windows to automatically generate a new short file name when the   
   file is restored.   
      
   For instance, "Microsoft Visual Studio" and "Microsoft Word" can produce   
   MICROS~1.  If you have both of them, one will produce MICROS~1 and another   
   produces MICROS~2--and the order that happens is depends on the order the   
   files are created in.  If you back up and restore, and the system restores   
   the files in the opposite order from how you created them, the short file   
   names will go with the opposite files.   
      
   Unfortunately, there are places within Windows that still use the short file   
   names.  This can cause the restored system to fail in mysterious ways.
