Not on every corner, but it's the fact       that they are not overloaded, or undermanned that makes the difference.              Those rampaging gangs(?), that's just a media beat-up :-D It's very       interesting to hear these stories come back. Chinese whispers.              The response time is very swift with any of our emergency services.       They're not overloaded. There's no litigation, as the Police always       turn up quickly.               From what I can gather the Police forces in the States "are"       overloaded, and undermanned. I have a friend that works in a Sheriffs       department in the states, and they recently laid off staff. The demand       was still there.              So in your situation you have to look after yourself.
