   From looking at the illustrations it appears that the knife in   
   question is a half tank knife with a rivet through the end of the   
   tang. If the illustration is correct then any competent wood worker   
   can make a set of scales and attach them using epoxy glue and the   
   aforementioned rivet.   
      
   Apparently, if you have to ask the way, you lack the talent to apply   
   the advise.
