   If you are happy to completely refinish the blade then sandpaper or one   
   of those green scouring pads work well. Rubbing with a soft scouring pad   
   (blue) with some metal polish and WD40 will take out the rust but leave   
   the uneven surface where the rust has eaten into the steel.   
      
   As far as cleaners go, dishwashing detergent works well--but get   
   everything dry quickly 'cause it will strip all the oil and the carbon   
   steel will rust quickly. You could also use WD40 for a cleaner with no   
   rust issues after.   
      
   The main thing with storing folders is that the springs should be   
   released, so for most either closed or right open is OK. Anything but   
   half open--where the spring is under the most tension. And yes, lots of   
   oil or grease for long term storage. They will need to be cleaned and   
   re-oil at intervals.   
      
   For review sites I suggest you Google for knives and forums. Knife   
   collecting is really well catered.
