   Gee Fels, how could anyone be so wrong.   
      
   Kramer was a member of the a unofficial group that were formed to   
   assist tourists in Chiang Mai. It had no official standing with the   
   Thai government or the Royal Thai Police. They had no authority and no   
   responsibilities and were composed of a bunch of self-gratifying   
   individuals that  got together and decided on a uniform and swanked   
   around the tourists areas offering unasked for advise and directions.   
      
   They could be viewed in about the same light as a hotel doorman who   
   wears a uniform and advises tourists where the "Sunday market" is.   
      
    As for the harassment and racial discrimination" that is utter   
   BullS.... There is no "discrimination" law in Thailand and in fact the   
   Thais are quite happy to discriminate against folks of the ilk of   
   Kramer.   
      
   And finally, if Johnson was arrested, as you say, where is the   
   evidence? We have all seen the photo of Kramer in the police station   
   looking terrified of the policeman that is questioning him, but where   
   is the photo of Johnson?   
      
   In short Fels, old girl, it appears that you don't know what you are   
   talking about.
