   The first rule of fighting with explosive vests is to run if you   
   possibly can... even if it's a fake explosive vest.  That area will be   
   lousy with cops; get out of the way and let them handle it.  The only   
   difference is that, in the US, if he only kills two people, it likely   
   won't even make the evening news... it might get mentioned, maybe, but   
   it wouldn't be the lead story.
