   Referring to ppl, or here especially - some - military/ surveillance/ private   
   actors, act via cheat, not following the book of law, and are setting up   
   stings and cons, for example.   
      
   All exemplified in the over 20 years review here in RMD. -Ppl just cheat by   
   different reasons.   
      
   Greed, mental anomalies, the big urge for fame or tension in everyday life and   
   so on... -Are some main reasons for this.   
      
   All very "human" reasons for "loading the dice...   
      
   Remember or just imagine what, for example, Trump would do if he was set for a   
   thorough mental screening.   
       
   In this case here we must exchange Trump with - some - military/ surveillance/
