   I have never heard this, and it clearly is not in the NCAA Bylaws, which only   
   say that each team's last regular season game must be on or before the Sunday   
   after the second Saturday in December. I have also never heard of a   
   requirement that a bowl field "   
   must be announced by (the day the CFP bowls are announced)", either.   
   The 2023-24 Football Postseason Handbook, which describes the policies   
   concerning bowl games, has not been made public, but the 2022-23 Handbook also   
   makes no mention of having to meet the bowl eligibility requirement by a   
   particular date.
