   Yeah, I've been searching all over to see if there is any info on this issue,   
   and your read of the rule book seems to be the most definitive one.  Although   
   several sites have congratulated Minnesota and say Navy won't get picked   
   because the bowls have    
   already been picked, it seems as though Navy should indeed be granted that   
   spot if they win.  Which means one of the bowls is probably going to have to   
   go with Minnesota/Navy as their final option.
