   The Coast Guard is more of a "Policing And Rescue" organization than   
   a "Force Projection" organization. The Coats Gaurd is designed primarily   
   "To Protect and to Serve," and only secondarily as an arm of the military;   
   the Navy is pure military, designed solely for acts of aggression.   
   Military organizations are notoriously bad at carrying out policing   
   and law-enforcement, because they are neither designed nor trained for it.
