   regarding Severed Dreams, JMS said that lincoln turned down an offer   
   of troops by a foriegn power, but not which one.  I know the russians   
   sent a naval task force in exchange for assistance in starting up   
   thier industrialization and that there was a french volunteer unit but   
   niether of these seem to fit the bill.
