This scene does not make sense unless the Vorlons are
showing all the races that they "Have power equal to the Shadows".

If the Vorlons wanted to help Kosh they should have told the
humans to return Kosh to his ship - so that he could be flown
   back to Vorlon Prime.

For a secretive race the Vorlons are in too much of a hurry to
arrest Sinclair. To try him they would have to show an enemy
their home planet - a very obvious act of premeditated
espionage. Kosh is still alive so they do not know if the
charge is murder or attempted murder. They have only
got the human's word that the deed was committed by
Sinclair, an anonymous witness is not a good source.
Also a delay of say 6 months may be a long time to humans
but will only be a short delay to a long lived race like
   the Vorlons.
