Do I have to join the rec.arts.sf.tv.babylon5.moderated group
somewhere to get in?............... or is regular usenet Outlook Express
   fine?

Regular usenet Outlook Express is fine. You just have to send
rec.arts.sf.tv.babylon5.moderated 1 post, from a valid email address,
and reply to/agree to the terms (standard stuff) that they send to that
email address. After that, you're hand-moderated for awhile, and after
they determine that you're OK, you're on machine moderation (so your
stuff gets through more quickly). New threads always take longer to get
through than replies to existing threads, even for old hands who've been
   on the group for years.

However, if you subscribe to that group in the normal Outlook Express
way, you should be able to VIEW posts immediately. If a post is too
old, you may only be able to find it on Google Groups.
