   The Phantom Menace makes it very clear that the council did not want to   
   train Anakin because of his age.  I belive that Qui-Gon, in discussions   
   with Shimi also indicated that if Anakin had been born on a Republic   
   controlled world, he would have been found and taken in to the order very   
   early on.  I'm pretty sure the stuff is elaborated on in the novelization   
   of the movie, which, IIRC Lucas provided the extra material to the writer.
