   There was no bounty for Luke as such. The bounty hunters were brought   
   in to find Han and the Falcon, which Vader believed would then lead to   
   Luke and the Rebels.   
      
   From the RotJ script:   
      
        VADER   
        ... there will be a substantial reward for the one who   
        finds the Millennium Falcon. You are free to use any   
        methods necessary, but I want proof... no disintegrations.   
      
      
   The only reason Fett was there was because he wanted to get Han, not   
   for Luke or the Rebels.

   The official time line (among other places, it's in the front of most   
   of the paperback novels) reads:   
      
         Episode IV: A New Hope                 year 0   
      
         Episode V: The Empire Strikes Back     3 years after ANH   
      
         Episode VI: Return of the Jedi         4 years after ANH   
      
   So, give or take a few months, Han was frozen for a whole year.  :-)
