   No. It's perfectly possible   
   to incorporate a copy of a   
   photo in a pen and ink work   
   without tracing or mechanical   
   reproduction. Skill and zip   
   help :).

   It's possible Inoue traced   
   etc, but it's also possible   
   he just drew the image using   
   the photo as a reference.   
      
   The other one (forgot name)   
   is said to have admitted   
   directly copying *Inoue's*   
   work.   
      
   And whatever might lie   
   behind that admission the   
   fact remains that drawing   
   a copy of a photo can be   
   considered original work,   
   especially if modified,   
   while copying another   
   artists work isn't...   
   even if modified.
