   I have never come accross any forum at all that has minimum age requirements   
   of less than 13, however heavily moderated. Unmoderated forums should be   
   considered 18+ and most are labeled as such.   
      
   Web sites for children as a rule do not make use of forums or discussion   
   lists for the most obvious of reasons.
