   Major problem with Outlook Express and newsgroups is, that it only seems to   
   include the Content-Type header with charset info completely randomly   
   (while preferring to leave it out). And while it probably will autodetect   
   the charset of your message on your system when you view it, that won't   
   work for anybody using another locale (since OE will default to another   
   charset there).   
      
   AFAIK, it also can't encode the headers properly even when it does include   
   the charset header for the body.
