   	It seems the police officers have no instruction as to the definition   
   and limitation of "real crime".  They are instructed that breaking any law   
   is a "real crime".  For many years though assault upon a spouse was   
   not included in that category.   
   	In San Francisco we have been trying to convince the PD for many   
   years it seems that one or another victim-less "crime" was of very low   
   priority but they are resistant to the notion, even deciding that a person   
   whose only possible victim was her/himself was a criminal.   
   	They haven't completely outlawed some acts but they would   
   like to apparently as it seems many LEOs have a theological degree   
   as well as small arms.
