   Pre-emptive arresting was rife not long ago Starcade - it was   
   responsible for untold woe when used by the ruling white government   
   against blacks... thats not exactly a situation I would like to see   
   again, but then again I happen to believe in a person being "innocent   
   until proven guilty", something you obviously do not.
