    Fantasy cannot be illegal in and off itself as it is merely a thought   
   process to which no one else can be a witness. Of course the Japanese   
   were, prior to WW II, big on prosecuting what they called thought crime   
   but which involved actual behaviors such as writing, printing and speaking   
   against the government or/and the Emperor.   
      
    Even then they did not allow evidence of what people might be   
   thinking to intrude.

   Fathers of the USA, revolutionaries.

    Sure but not historical figures. George the Third was a mad tyrant   
   and his rule was merely thrown off. The Colonials did not set off bombs   
   in London and murder parliamentarians who opposed their cause.   
    So definitely not terrorists in the common sense today.
