As for the reason he       cross-dresses it could be similar to the motivation of the TV in       Jellyfixh Princess, he may not be interested in assuming the role       of leader of the yakuza clan. The sexual innuendo is one of the       means of unsettling those around him.        Note that in most fiction using the gay or tv trope you will       look at the misadventures of the TV and laugh. In this show you       laugh at the efforts of the "normal" people to deal with Hibari       who always comes out ahead of the game.        In the anime Hibari tells the world that he has no intention       of stopping his cross-dressing.
