   I very much doubt that you will be able to use the thermal energy from reentry   
   to create plasma on the shielded side of the heat shield. I might be mistaken,   
   but I seem to recall that heat always flows from higher temperature to lower   
   temperature. This    
   essentially means that the shield will have to become a plasma before it can   
   transfer the heat to generate a plasma in something else (the temperature   
   required to generate a plasma is much higher than the melting point of any   
   known solid... or even the    
   evaporation point of any known liquid).   
   Of course, having the heat shield become a plasma is no problem whatsoever.   
   Why do you need the heat shield to burst? A molten heat shield would be a   
   pretty decent incendiary device as it is.
