   One fast note I forgot about before, this "bus" could have some RKVs on its   
   sides, so it can launch them while at high velocities in trip. I could also   
   think that this can be mounted on every, even civilian starship, for quick   
   response to certain    
   situations, like "Aliens are terraforming our planet on Alpha Centauri, we   
   loose the war, sterilize the planet, God Save The Earth!". This would mean bus   
   is controlled by military, remotely or by someone on ship, but honestly even   
   without RKVs Antimatter    
   starship would be controlled by government...
