   If you are talking about a space elevator for Mars, materials are not   
   really a problem. Mars' lower gravity means existing materials should   
   do. Phobos is more of a problem. Not a show stopper, an elevator   
   anchored away from the equator could be done. Still Phobos is very   
   inconvenient.   
      
   The real reason why we aren't developing a Mars space elevator is that   
   the traffic between Mars and space isn't high enough to warrant the   
   investment.
