   well, not necessarily. The gov could keep the owners of the machines to on   
   Bread and Circuses. Since for the elite, their own society would pretty much   
   be post-scarcity, the only reason why they would keep the machines from the   
   general public would be to    
   maintain their power.   
      
   On the other hand, if the gov still has a source of income, then they could   
   buy or R&D their own robots, which the military and other branches needing   
   heavy industry would already likely have done, assuming its a nation rich   
   enough to total-automate.(   
   think: Terminators)
