   Maximum penetration comes at around 1.5 to 2 km/s, at least until you get to   
   speeds where the individual nuclei or nuclear fragments act more like a   
   particle beam than a solid mass (say, about 1% the speed of light or more).   
      
   It may be, however, that decreased to to target is preferred over increased   
   penetration.
