As       mentioned, you don't need to        enter orbit, just lob the payload up to an altitude that intercepts your       target's orbit and let the target smack into it with its own orbital speed.              We'll take a total (pre-launch) mass of 20 kg, and assume 3000 m/s for the       exhaust speed. Now the missile can lob 6.2 kg up to 500 km altitude. That       might not guaranteed kill a spacecraft, but is definitely a credible threat.              If you have 6000 m/s of delta-v you can threaten any spacecraft in low orbit,       up to 2000 km altitude. Restricting yourself to a 20 kg package this gives       you a 2.7 kg of empty weight to put in the path of any spacecraft in low orbit.              This analysis neglects maneuver. You will want to leave a bit of maneuver       reserve so your missile can intercept a jinking target.
