   Not necessarily.   
      
   If you magically get a material with extremely high tensile   
   strength, but with a tendency for buckling (such as any sort   
   of high-strength fibers), you could build a space elevator from   
   this, but not necessarily a rocket (which requires withstanding   
   compressive forces).
