   There was the story "A _Kind_ of Murder" in the teleportation series, that   
   suggests murder will increase as an outlet for people who can't just get away   
   from other people.  But transfer booths exist and at least by _Ringworld_   
   there is no mention that    
   murder is legal.   
      
   The only other thing I can think of this early in the morning would be a "baby   
   Hitler" detector.  There'd probably be a lot of nurture rather than nature in   
   that, so it wouldn't be genetic, allowing abortions, at the earliest,   
   teenage.  Probably a fine    
   for the parents, too, if they can be shown to be negligent.
