   The ARMs seem to have a rule about laws -- if you can't   
   enforce it, you can't have it as a law.  (See the story   
   where Beowulf Schaeffer comes to Earth and finds that   
   pickpocketing is perfectly legal, because with how crowded   
   Earth is, a law against it couldn't be properly enforced.)   
      
   As for the specifics of the "make murder legal" invention,   
   I never figured that one out.  I'll  have to check out the   
   story from the new Man-Kzin Wars book that someone else   
   mentioned.
