   It definitely came from the top. It had been foreshadowed   
   under the Steven Moffat era of the show... so before Chris   
   Chibnall even came along. Once the Master became Missy, a female   
   Doctor was always on the cards. I think it's something that the   
   BBC wanted, just because.   
      
   Even so, a lot of the fans did give the show a chance, then   
   Chris Chibnall created the Timeless Child arc and that whole   
   pre-Hartnell 'Fugitive Doctor' thing which overshadowed   
   everything... and we won't even mention the Flux!
