   In the TV21 comic strips the Mechanoids were the enemy in some   
   of the stories, and a variety of aliens in others as the Daleks   
   expanded through space.

   Pretty much. There was Anti-Dalek resistance from conquered   
   worlds in various forms throughout the comic strips and audios   
   that didn't feature the Doctor.
