   Correct. TV21 comic is not public domain.

   Most of the main TV21 strips have been reprinted over the years   
   anyway... the Gerry Anderson ones were collected into hardback   
   anthologies, which are probably still available... whilst DWM has   
   compiled "The Daleks" strips into one collection on a couple of   
   occasions too. So most of the TV21 material is 'out there' and   
   accessible.
