    That one was clearly a child marriage, first and foremost, and should be   
   prosecuted as such, for all the reasons you posted.   
      
   (Arranged marriages between adults DO exist. Whether it's any easier for the   
   couple to say no to them, as adults, is debatable. But at least they've both   
   had a bit more time to become educated.)
