   Should there be colons before the Phoebes?   
      
   Definitely not.   
      
   Should the first be in single quotes?   
      
   If there are quotes, it is saying the character does not consider Phoebe to be   
   her name in any way.  Unless you want to suggest this, then I wouldn't do it.   
      
   The second?   
      
   No.   
      
      
   I don't know the proper way to phrase this:   
      
   As she shook her head, her hair, if it had been there, would have   
   fallen across her face.   
      
   The only thing I see awkward is that "hair" and "there" sort of rhyme.
