   Any multi-layer organization needs to avoid connections that damage the   
   chain of command.  With the Navy, there's also the fact that you have   
   GOT to consider the mission and welfare of the ship, or you may be in   
   literally deep water.  In fact consistancy may be more important than   
   potential - I'm told there's a maximum IQ score allowed for potential   
   recruits.  Hmm....  what IS the declared intent of the company?  If the   
   workers are dedicated to the same goal you can get away with a lot more.   
   Are they building and manning a starship, perhaps?
