It's an alternate history. Most of what is now Germany is nominally
subject to the family line of Burgundy.

Burgundy the place is ruled by some other family, who are themselves
subject to the family line of Valois, which currently rules France and a
   bunch of other places.

"Germany" wouldn't have existed yet in our world either, of course.
