Actually the story takes place in a world where body mods are common,
and people swap from male to female (fully - to the point of being able
to sire/bear children) multiple times over their lives if they feel like
it. The scene is a press demo our reporter protagonist happens to be
attending, and involves a body mod called "Wet Tingles" that produces
orgasm by touch or something - we don't get the details.
