   Writing original stories featuring public domain characters is inventing   
   your own stuff. Alan Moore created his own story with the League of   
   Extraordinary Gentlemen comics, and in the process created a culturally   
   enriching work of art. The use of cultural icons gave it a resonance it   
   wouldn't otherwise have even using his own created characters.
