    In the actual episode, the aliens who are friendly enough fellows,   
   refuse to let Voyager have their transport technology on the grounds   
   that they have a rule against giving out goodies to less advanced   
   cultures.  Janeway offers them Voyager's literature database if   
   they'll bend the rules, but her offer is refused by the planet's   
   government.  Then a civilian who wants the database offers to break   
   his people's laws in exchange.  Janeway decides not to deal with the   
   criminal, so Tuvok decides he will instead.
