I suspect by the 1960s entertainment industry lawyers had already
developed contract language that would clearly specify how future rights
to a series concept should be divided between the creators and their
financial backers. Since then Desilu became part of Paramount, Paramount
became part of Viacom and the former Paramount TV properties were split
   off under the CBS brand.

If Desilu/Paramount paid for things like the stage rent, sets, costumes,
crew wages, cast salaries and especialy management tasks like directors
and writers then Roddenberry might well have been an independent
contractor just like a costume rental company or craft services (caterer).
