   As it's a female playing the role, I assume the actress has   
   breasts... so it's probably the breastplate on the Sea Devil   
   costume making it appear that she has none. (Possibly because   
   reptiles aren't mammals and they are not supposed to have   
   breasts in the first place.)   
      
   The actress has been in "Doctor Who" before and she didn't   
   look like a man then!
