   "Torchwood" was aimed at adults/teenagers and broadcast   
   at/after 9pm, which is considered the 'watershed' for UK   
   television... i.e. programmes unsuitable for kids have to be   
   shown after 9pm.

   The show was produced for grown-ups and had some adult content.   
   I don't see why that by itself should have stopped the Doctor   
   popping in for a cameo though.
