   It sounds like a transmat took the Doctor away mid-regeneration and   
   replaced him with Rose.

   Early drafts for what eventually became the TVM featured an   
   invasion of Spider Daleks from another universe. So there is   
   a sort of precedent for alt-universe Daleks looking different.   
      
   If whoever replaced the Doctor with Rose is from the universe where   
   she now lives, maybe that’s what their Daleks look like?   
      
   (And the alt-universe would be another excuse for RTD to   
   indulge his fantasy of an able-bodied Davros.)
